This is like saying that the traffic police is supposed to enforce the law only on people who volunterily got a valid driver`s license because by taking the driving test they pledged to abide by traffic laws.
according to Ovadia`s logic, anyone caught driving without a driver`s license is to be let free because he never seeked a driver license and never pledged to abide by traffic laws!
