Israel has not joined the Nuclear Non-Proliferation Treaty. Israel does not allow inspections of the Dimona nuclear facility. Israel does not acknowledge its nuclear weapons arsenal. Neither the United Nations, nor any other international body can legally enforce regulations or sanctions upon one nation if they don`t apply equally to all nations. Until Israels nuclear program is acknowledged and comes into the light as much as the international standard, then Iran and other mideast nations have a right to be suspicious and to pursue a nuclear weapons program to achieve balance of power.
