Under Israeli law and International law, conquest does not change ownership of privately owned land. If the Jordanians used the land for a military base, that does not make it public land either.

Under your own laws, the land can be requisitioned for military uses, but rent must be paid and ownership is not transferred. Maybe you can negotiate a deal for 50 or 60 million NIS for the back rent. Of course, until the real property is returned to the owner, ongoing rent needs to be paid, too.

Settling out of court is cheaper.
