| There is NO WAY to misconstrue the headline! "...by far the highest rate..." means ONLY one thing: a very high rate. And a rate, in this context, is the ratio between the number of sex offenses and the specified population of Bnei Brak. It cannot possibly mean that "bnei brak has the greatest number of sexual offenders" as you put it. You seem to have no problem with the English language. Therefore your problem is elsewhere; I won`t elaborate. |
