It will not damage the orthodox schools because no orthodox will use it. However, since the law prohibits the Israeli state school system from teaching Judaism (other religions are OK), it may give secular Israelis a chance to find out about Judaism. But what sort of Judaism? As long as it is run by the State, you can be sure it not the sort that has been practised by Jews for 3,500 years. So who needs it? Maybe the non-Jewish immigrants who want to be fast-tracked for conversion. Who knows?
