Jewish poor have three. Of course welfare benefits are calculated with partially taking into consideration the number of children in the family, but they are still paid mainly to the adults. In this sense the Arabs actually get more welfare benefits than Jews, it`s just that they have bigger families. Nevertheless, given the ongoing collapse of the Arab fertility in Israel, the day is not far away when the difference will shrink to the point of disappearing or at least becoming insignificant.
