Another possible interpretation is possible from a historical perspective. Vashti was the granddaughter of Nebucadnezar. The marriage was likely a political one, a long standing tradition in royal families. Vashti`s refusal may reflect an attempt to show Babylonian royal honor being higher than the "royal come lately" of the Persian king. A strong woman for sure, but there may be more to her actions than personal honor.
