From the article it says that "at least one additional moment passed" from the time he arrived and the other officer arrived on the scene, yet the shooter had been shooting for 16 minutes already, making a "moment" of hesitation he had while he assessed the situation pretty insignificant. Isn`t it just grand to sit back and judge others with the benefit of hindsight, it makes those split second decisions that delayed the officer for a "moment" seem so much easier to make.
