No. Occupation is when territory is under the authority of a foreign army.
That may indeed require troops on the ground during the invasion that removed any previous source of authority, but the manner in which the occupier then maintains that authority is not specified.
In short: you need troops to GRAB that authority, but how you KEEP that authority is rather immaterial; so long as authority resides with you then you`re an occupying power.

The Red Army is oppressing the Tibetans, and the Tibetans don`t LIKE having China as their sovereign, but neither of those makes China an occupying power, because you can`t occupy your own territory. |
