A lesser evil maybe. This is only a concern for converts, they have to prove that they choose the Jewish religion. With born Jews, religion is really irreverent, you can be Jewish and believe in anything - observant, atheist, humanist, bud dist, any heretical views re religion, guru, or philosophy. You still die a Jew just maybe a unbelieving one or an apostate according to the religious definitions. I don`t see the difference between the interior ministry or the rabbinate if the interior ministry only accepts versions of who is a Jew based on religion and not ethnicity. In converting to the Jewish religion however is another matter. We have too much blending of Jewish religious faith and ethnic identity making it all very messy.
