the Walloons are Belgians, the Corsicans are French.

None of these "other examples" of yours holds water.
Take the Puerto Rico case, for instance:
By 1917, the Jones-Shafroth Act granted Puerto Ricans
U.S. citizenship - which they still hold.
Starting soon after WWII, poverty and cheap airfare caused
waves of Puerto Ricans to move to the continental United States,
particularly to New York City.

Granting the Palestinians the same kind of status as
the Puerto Ricans, would indeed be quite a creative solution to
the refugees` ROR, but I doubt the Israelis would be much
enthusiastic about it.
