None of these "other examples" of yours holds water. Take the Puerto Rico case, for instance: By 1917, the Jones-Shafroth Act granted Puerto Ricans U.S. citizenship - which they still hold. Starting soon after WWII, poverty and cheap airfare caused waves of Puerto Ricans to move to the continental United States, particularly to New York City. http://en.wikipedia.org/wiki/Puerto_Rico
