They are therefore nothing but blow-ins, and the Laws of Occupation prohibit an occupying power from changing any of the character of land under its authority for the benefit of blow-ins.

It can only allow construction for the benefit of its own army of occupation, or for the benefit of the people it has under occupation.

Nobody else.
