Housing is definately one of the most visible problems in occupied East Jerusalem, the Palestinians do not get building permission to build new houses. And if they build houses anyways, they will get demolished. It is, to be fair, quite difficult for Israeli Jews to get building permission as well, but when they build illegal houses, they usually "just" get fined, not actually have their houses demolised.
And no, it is not possible for the Arabs to buy these new settlement houses, because the ownders/landlords would not sell or rent them out to Arabs, whether it is an apartheid law or not.
