| They must be wearing an actual Hamas or Islamic Jihad uniform and be carrying a gun. If the person is in civilian clothes or wearing a dress (both not uncommon for Hamas men), they are immediately considered civilians. If they had a gun, they are deemed to be innocent bystanders who picked it up innocently. Their agenda is well-known and follow the line of inflating "civilian" deaths.
