The idea of using counter-battery artillery in a non-starter. Even "shoot-and-scoot" mechanized artillery is hard to hit -- you can forget hitting 1-man running away from a lit-fuse Qassam launcher. Punishing civilian target boxes is immoral. The IDF shouldn`t do it.
You need to see the rocket squad, even 1-man, approaching and setting up, and you need to shoot him then.
