Enriched uranium is not needed for a heavy water reactor, and a heavy water reactor produces large quantities of plutonium. Bombs can be produced smaller and lighter with plutonium than with enriched uranium. Hence, the heavy water project is a threat more significant than the uranium enrichment activities. |
