| There are only parallel obligations under the Road Map. Go and read it; it is set up with several phases, and within each phase there are no "primary obligations": * The Israel govt has obligations * The PA has obligations Those obligations run in parallel, not in sequence, and neither side is allowed to down tools and wait for the other side to do their bit first. You have a fantasy Road Map in your mind; one where Israel sits back on its arse and says to the PA "I don`t have to do anything until you have vanquished all the terrorists". So sorry, but that isn`t George W Bush`s Road Map. That`s one you just made up yourself. If the PA can`t reign in the terrorists then Israel is allowed to balk at going to Phase 2. If the Israelis can`t cease settlement activity then the PA is allowed to balk at going to Phase 2. That`s how BUSH`s Road Map is written. |
