The situation is widespread and serious and has been for a long time, and Israeli society has been sweeping it under the rug. No amount of moral relativizing will answer it. There needs to be an equivalent of the Winograd Committee on this issue, and serious reform implemented starting yesterday. Unfortunately, it won`t happen. In Israel, there are always bigger crises, more fires to put out.
