There are already plenty of laws that prevent bad behaviour at protests. The only reason to oblige protesters to have permits is to silence them. It`s the reason Blair made it illegal to protest anywhere within a mile of Downing Street and Parliament without a permit. It`s a sly way of stamping out freedom of speech but still being able to deny that`s what you`re doing.
