| The bill will pass because, prima facie, it will not cost the treasury any money. The legislation will not be effective because teh treasury, in an effort to maintain budget constraints, will not pay for cops to patrol a beat. Without an adequate and efficient police force that has the resorces to solve crime and be a true deterrent, the mandatory sentecing will not deter a criminal. One only has to look at the large number of pick-pockets who worked pubilc hangings of pick-pockets in the UK 150 years ago to realise that a slim chance of punishment, no matter how dire, is not an effective deterent. |
