It is indeed an example of poor reporting. The entire situation seems to have something wrong with it. They were given loans to build settlements on land that was in Israel`s opinion Israeli. Now politics has shifted and Israel wants to help Arabs purge the land of infidels, so the settlements might be taken away, so the state is softening the blow by forgiving half the debt, but they would still end up without the property they owe the money for and no way to pay for it without the industries they would have to leave behind, just like the Hothouses that were left in Gaza, they will surely be stripped for crude weapons.
