Another visit by Rice and more talking but this cannot lead to any thing. The problem is that nobody knows what will happen when if ever an agreement over the shape of the final status is reached. The problem is that today Abbas is too weak and does not have enough spport get rid of terror which to the Palestinians seems the only way to get rid of the "occupation".
There is one way which will allow Abbas weak as he is to progress towards a stable state once there is a complete peace agreement. It is to carry
out the provisions of a negotiated staged and detailed implementation agreement. At the start of the implementation we have the current state. As
implementation proceeds each side carries out a small step at a time. This is different from Oslo and the Road Map in that if all steps are carried out
the agreed final status will be reached. Whefreas in Oslo there was a disincentive to carry out the next step, once the road leads to an agreed
peace and the sides know that, it pays to carry out the next step because the alternative is a resumption of the war. This creates a stable process
which almost inevitably leads to the final status. Without support from the palestinians such a process cannot work. If it does work, the end result
can only be a stable Palestinian state because an unstable one will not be able to carry out this process. |
