Quoting: "Abbas: Israel can`t use Qassams as pretext for collective penalty on Palestinians (AP)". But Hamas shouldn`t use Qassums as collective punishment on Israelis. Nor suicide-bombers for that matter... On principle the tally of victims is not the question here... The meting out of punishment to innocents is the principle.
