NIS 2-3 billion every two years for the next 10 years is a lot of money! Really good business for some lucky contractor. though.

On the other hand, A thirty meter high, cylindrical, concrete wall around Dimona would provide a lot of rip-rap for later construction sites. Lots of gravel, too, for road foundations.
