Until Hamas and Israel put and end to their mutual collective punishment, there can be no mutual peace.

Israel must end the blockade of basic necessities to the Gazan population.

Hamas must end the shelling of the western Negev with Qassam rockets.

The UN must establish and patrol a DMZ which includes both the entire Gaza Strip and a buffer at least a few miles deep into surrounding Israeli and Egyptian territory. No military incusions by Hamas or Israel would be tolerated. The UN should also have authority over the Gazan littoral.

This is the only plausible way I can see toward a disengagement of hostile forces, and the advent of some form of collective security.
