I understand the intention of the Dutch government is to prevent anonymous people from traversing the streets. A headcovering, as strange and eccentric as it may be, is quite distunguishable from a covering that reveals no identity whatsoever. In this regard I would side with the Dutch goverment.
In further support of the Dutch point of view, these people are foreigners. They are guests in your country. They do not HAVE to be in Holland. If they are uncomfortable with Dutch law, customs and traditions they are free to return to their contries of origin.
