The conclusions of the report can be logically accepted only if one accepts the underlying premise that the civilian leadership of Israel, including the current PM Olmert, the DM at the time Peretz, were not in charge of the army. Indeed, the blame goes back to Sharon and Mofaz. In a democracy, the civilian leadership is ultimately responsible for the over all performance of the military. Obviously, if the defense minister chooses his staff and strategies prudently, mistakes such as were made, would not have occurred. The major mistake was a lack of vision and foresight by the civilian leadership. The fact that there was not a strong national security leadership in place was the fault of the civilian leadership. This attempt to exonorate the civilians, at the price of the IDF is shameful. One suspects that this is done with the aim of rescuing the failing peace process. This assumes, wrongly, that the peace process depends on specific individuals: However, Olmert is not Churchill.
