Too little too late, not enough to serve as a deterrent. Once in a blue moon there is a prosecution of one of these atrocities perpetrated rather routinely and covered up by lies. The punishment is a rare slap on the wrist.(Btw, all armies lie for their perpetrators, including the US military in Iraq). David
