The firm commitment by Olmert and Livni to the peace process is great. But the statement by Livni about the need for a stable Palestinian state ahead of any peace efforts points to the major stumbling block. Once by some miracle a complete agreement on all the core issues relevant to the final status is obtained what then? It is clear that the Palestinians intend to demand a quick implementation. It is also cleaer that even in a year, the Palestinians will not be able to actually jump from their current dissaray to a functioning state able to stop terror and control security in a brief interval of time. For this reason it is likely that the talks will be stalled at some stage because Israel will not be ready for a demand for quick implementation.
There is a way out of this. It is to agree today that as soon as there is a final status agreement, negotiations on a detailed staged implementation will start. Such an agreement will allow the time for the buildup of a functional Pal state |
