The peace process is headed to a dead end. The reason is that if by some miracle there is agreement on all the core final status issues, there will be pressure from the Palestinians for a quick implementation. But everybody including the Palestinians knows that Abbas does not have the degree of control to carry out a quick implementation.

There is one way to by pass this. It is to agree today with the Palestinians that as soon as there is agreement on the final status, there will start negotiations on a detailed staged implementation procedure. This procedure will allow an orderly transition from total control of security in the hands of Israel to one where the total control is in the hands of the Palestinians. This will be done in small steps one side at a time so each side can monitor the progress the other side is making.
