The obvious and most reasonable solution is to allow private bus companies to operate in Haredi neighborhoods. Do not subsidize the fares of these lines and allow Egged to continue providing service in these areas. If indeed Egged is losing money the government should increase its subsidy to Egged. The Haredi public could then have a choice. Pay for its religious standards in transportation like it does in other areas of religious observance or ride Egged.
