Bush is politically dead in the U.S. so he goes abroad for some photo-ops. Naturally, the few countries in which he can be expected to be received with little controversy are the only countries selected for his trip. He can run around and look like he is doing something while not having any intention of doing anything at aland not caring about anything at all except his only petty obsessions, psychological complexes, and aggresive tendencies.
Abbas has no choice but to go along with the charade so that he can get the witheld foreign aid he needs to keep both the Palestinian Authority going and also to pay its employees. Olmert, knowing that Bush is just doing it for a photo op and does not believe that a permanent Peace can be negotiated, does what Sharon did with Bush as well, play to his own ideas and meanwhile, does what he and Israel wants.
