Germany was never in a position to "keep the archives closed", as these were never under German authority.
The ITS (International Tracking Service) which administers the archive is subordinate to the International Red Cross. Therefore, its director is a Swiss citizen. The legal basis of the ITS are the Bonn treaties dating 1955, signatories being Belgium, France, Germany, Greece, Israel (!!!), Italy, Luxembourg, Netherlands, UK, USA.
The decision to open the archive to a wider public needed unanimous consent of all parties. At no time since 1955 was such a demand blocked by Germany.
