The records were sealed by decision of a number of representative states who had collective authrity over the archives. There had to be a unanimous decision to open the archoves. For years the Germans did not want to open the archives claiming in utmost seriousness that it would violate the privacy of individuals. There were others who were opposed, such as France and Italy, if my memory is correct. Without the Americans and the work of many individuals, the archives might still be closed. Undoubtedly, the material herein, will cause much destress to many.
