Bad Arolsen International Tracing Service belongs to the International Red Cross. It was started by the British during WWII and expanded to include the Supreme Headquarters of the Allied Expeditionary Forces when the scale of what it needed to cover became clear. Post-war it was put in Bad Arolsen because of the sleepy town`s location between the four occupation zones. All this to say that it is not "the Germans" who waited 60 years to open those files to public scrutiny. Ask yourself another question: who else`s purpose did it serve not to reveal their contents for all this time?
