A homeless woman freezing, while tragic, is not that unusual. It happens that sometimes that people who are not mentally competent are also homeless. They aren`t considered a threat and can`t be committed to an institution. I`m more concerned about why a child was in a situation to die of hypothermia. In situations like this, mosques and synagogues can be used as emergency shelter.
