In recent years people were dying of heat during summer in Europe at temperatures that are rather common in Israel.
Israelis are not more resistant to heat, especially those born in Russia, but they were TOLD to drink more WATER. It seems the civilized countries of western Europe didn`t bother to instruct their people to do such a simple thing. You don`t have to build anything for this, you don`t need clothes, you only need to TELL people to drink WATER.
