The Road Map says all these "outposts" must be dismantled, and all construction in the settlements must cease.

This article states:
"The settlers from the 18 outposts would, under the agreement, move to existing, neighboring communities."

Riiiiight, and if they are moved into settlements then how does that square with the prohibition under the Road Map on construction in the settlements?

Not very well, apparently:
"In exchange for moving to preexisting settlements, the settlers stand to receive building concessions. Additionally, Barak offered to grant them permits for infrastructure projects which the government has shelved for some time."

So, evacuate some "outposts" and then use that as an excuse to restart construction in the settlements.

Ahem. You are either committed to the Road Map, or you ain`t, guys; the outposts need to be dismantled, and the zealots who built them moved back into Israel itself - not shuffled around the occupied territory like pawns.
