This is somewhat of a good question. Hopefully, there is a good answer. First, keep in mind that Iran allowed FULL inspections by the IAEA for three years before the IAEA sent the Iran case to the UNSC. During those inspections, the IAEA found no evidence of any non-compliance. However, during the 1990s and until 2002, Iran did not fully report all of its activities to the IAEA. Your question is why. The answer is because of the US sanctions and embargo on the Iranian nuclear program after the 1979 Revolution/Hostage Crisis. Maybe you think it proper for Iran to roll over for the US? illegal sanctions. But Iran proceeded, albeit on the black market, to make progress on the nuclear fuel cycle. So, that?s the answer. They didn?t cooperate with the IAEA because the US forced them to not cooperate. There is no evidence that during that time Iran did anything about a nuclear weapons program. |
