IMHO, you are drastically wrong. Research for the sake of research is one of the most basic and necessary conditions of the ivory tower. The outside grants already put pressure and direction into a field, but if you put any further demands from outside of academics - you endanger the use of the ivory tower think tank. And don`t laugh...The USA has been doing it and FUNDING it and getting wonderful important results even if sometimes they also paid for something which ended up being not useful at all practically.
