This is only eminently sensible if world leaders are interested in actually moving forward with resolving the Iran nuclear problem. Recalling, the IAEA governing Board forwarded the Iran dossier to the UNSC on the basis that Iran was not providing sufficient answers to its questions. At that time, Iran was operating under conditons of the Additional Protocol (AP) to the NPT; i.e. unfettered and unannounced access to all Iran facilities. Today`s main complaint about Iran`s activities is the IAEA no longer has that AP access to Iran`s facilities. Therefore the IAEA inspections are slipping. Iran stated that if the IAEA Board reported the Iran program to the UNSC, this referral would result in the suspension of AP access. Therefore, in order to restore the IAEA`s confidence in the Iranian program, it is absolutely necessary to restore the AP access for inspections, and the only way Iran will agree to AP access is to restore the Iran dossier to the IAEA.
