There seems to be a totally confused attitude by Olmert concerning what will happen after a final status agreement is reached. What should happen is negotiations which will formulate a staged detailed implementation agreement which if carried through to completion will bring an end to terror and will create a Palestinian state which speaks with one tounge.
Only if such a process is not envisioned does the statement by Olmert that "the terror has to be stopped first". Untill he and Bush understand that such negotiations must take place, there will not be peace. Israel will not allow a positive conclution of the negotiations. Without such an agreement when the negotiations end the Palestinians will demand rapid implementation guaranteeing that there will be no peace after the Israeli withdrawal.
So if peace is to be reached it is absolutely essential that Israel and the Palestinians agree today to have a negotiated detailed and staged implementation agreement. |
