Your letter reminds me of an incident as I lived in the outskirts of Jerusalem, in a two family house. Since I very much loved my garden, I spent all my evenings working on it.
I had the luxury to live all by myself in this house of two families alone for a long time. As a young couple moved into the other end, I went to greet them, introduced myself and asked, if they mind me using the water tap on their side of the house, to which I had attached my long water-hose. They made their answer very clear to me the next day as I retuned home from work and saw that they had cut the water-hose short so that it no longer reached to my garden.
They also once left their radio´s music channel on at the highest volume, for me to suffer from, as they drove away for the week-end. BUT
they did not know that their main-electric-switch was inside in my flat. SO I let them wonder a few days, where the problem was, for they were not very bright as bullies never are...and we were even.
