Discrimination begins at Ministry of Interior where people are classified according to Orthodox Jews in Jews or non-Jews (written in the ID card). Then, upon asking for identification everybody can decide if they pay more, give a job, or whatever according to this qualification. In fact, this allows discrimination at many levels: laboural, academic, etc. For instance, Ben-Gurion university does not make public its standards for admission, which in facts are really weird.
