As the article indicates, that overlap goes both ways. The result, as far as governance and the peace process is concerned is a muddy swamp in which the ministries and the investigation committees and the so-called partners and the terrorists thrash about endlessly performing the same useless rituals to the detriment of both electorates. Interesting that Lebanon is stuck in that swamp too.
