I have no idea what this means.
The Second Lebanese War, a military disaster for Israel, was a ridiculous and massive over-reaction to the capture of the two IDF soldiers.
It was an arrogant, hissy fit by Israel when quiet negotiation, followed by a low-profile prisoner exchange might have done the trick.
The UN is despised by Israel, yet they were glad enough to wriggle out of Lebanon with their help and under the cover of resolution 1701, so I have no idea how this can be viewed as a "strategic achievement".
