This article is based upon the assumption that the current growth of the settlements is a problem which is out of the governments control (at the moment). In fact, the "problem" is the prize for Israel. The issue is surrounded by multi-layered bureaucracy and obfuscations on purpose. It is not really hard to get the appropriate action on this issue, but the perpetrators must want to take the action rather than contribute to more foot shuffling. In typical Israeli fashion, when dealing with America, Israeli declarations and committments are presented as progress, as if they had alreay happened or were really going to happen. In reality, Israeli declarations and committments are simply a delaying tactic which is presented to the "short attention span" Americans to be forgotten in short order. This is why, decades into the problem, American officials have noticed that there has been no action for decades except more Israeli expansion.
