I am not a Pal, but I think they would say that since every Israeli serves in the IDF, or is a religiously exempt Zionist occupier, all are fair game. They would probably also say that if they were given Apache helicopters, and F16`s they would be delighted to attack military targets. But they are a 3rd world people making fertilizer bombs. Israel is far better at killing innocents than all the suicide bombers together.
To the international law expert - was it justified for the Nazi`s to wipe out an entire French/Italian village because one soldiers was killed? I think not. In the same way, Israel is way out of line killing THOUSANDS of civilians while moaning self-righteously.
As for homemade bottle rockets (quassams), 99% of them make new holes in the dessert. Meanwhile 99% of Israel`s American made and paid for rockets end up killing suspects or bystanders.
