Of course there will not be peace without Palestinian readiness to replace the right or return with compensation and procedures in place for resettling any refugee who wants to be resettled in his homeland ( the middle east). It is clear to any thinking Palestinian that ROR to Israel proper is not on the road to peace.
But even if all that happens, it is absolutely essential for Israel and the Palestinians to agree ahead of time that following agreement on the final status there will be negotiations for a staged, detailed implementation agreement which will lead in steps to the final status.
Without this it is unlikely that any final status agreement will be reached. If reached it is unlikely that it will be implemented without a detailed staged agreed procedure to carry it out. |
