It is the eternal capital, given by G-d Allmighty to the entire Jewish People. Olmert will have to ask permission from all past generations of Jews, and all future generations of Jews, if they give him the right to give it away. Same is true of the entire Land of Israel, known as the Holy Land. Olmert has no right to profane the Holy Land by handing it to terrorist murderers, as he did in Gush Katif.
